RBSA 1001:2027 — Rubelis Standard for Situational Awareness Education in Recreational Diving

RBSA 1001:2027 is the published Rubelis standard for situational-awareness education in recreational diving. It specifies requirements for programme design, delivery, assessment, governance, provider authorization, quality assurance, conformity evidence and the control of public claims.

Developed from The Rubelis Beyond Educational Framework, Version 1.1, the standard translates its conceptual educational architecture into a structured and auditable conformity specification. It contains 30 main clauses, Annexes A–R and 444 uniquely identified normative requirements.

The standard defines four implementation profiles: Prospective Diver (RBSA-P), Junior (RBSA-J), Certified Diver (RBSA-D) and Facilitator (RBSA-F). It establishes the Rubelis Awareness Cycle—Observe, Recognise, Interpret, Anticipate, Decide and Reflect—as the common instructional framework for the design and assessment of situational-awareness education.

RBSA 1001:2027 is complementary to recognized practical diver training. It does not confer diving qualifications, instructor ratings, medical clearance or operational diving privileges, and it does not replace the standards, procedures or authority of recognized diver-training organizations.
